The pace bowler has taken 309 wickets in 71 five-day games with an stellar bowling average.
The Australian selection chief the selector has stated that pace spearhead Cummins will have a crucial role in this winter's Ashes series.
Rumors had circulated that the 32-year-old might sit out due to a persistent back stress problem that was still troubling him.
Initial reports from the squad suggested no definitive call had been made regarding his involvement, with the extended contest scheduled to begin on 21 November in Western Australia.
He revealed that the captain is progressing and felt positive about his chances of taking part.
"We know that the window is narrowing and multiple considerations at play, aside from his injury, but other factors as well," the selector added.
"We're encouraged. There's strong faith that he's going to play a major part. Hopefully from the opening match. Should that not happen, we'll adjust."
Past Concerns
He was sidelined the ODI and T20 games against New Zealand and India last month after scans revealed a lumbar bone stress.
There is a track record of back injuries, with setbacks in multiple past seasons causing him to miss multiple domestic campaigns in a limited period.
Cummins stated he would be bold in recovery efforts in his recovery plan to secure his spot for the contest.
Bailey noted that it was unclear if the captain had resumed bowling as part of his comeback but admitted it was "becoming urgent" for him to be fit for the initial match.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will take over the captaincy.
Versatile player Green was recently pulled out from the national team for their ODI contests against the Asian giants as a safety move because of an abdominal issue.
Bailey described it as a "slight concern and confirmed that he's scheduled to appear in the Sheffield Shield, so will be "in a good place to be ready to bowl."
"We put so much time has gone into building out the plan for him to participate for the first Test as an batting and bowling option," he elaborated.
"Originally, he'd only feature in the initial matches in any case. The way he swings the willow in shorter formats, should it hinder progress for a short period, we just made the decision to approach this more conservatively."
